Dave has been an Active Resident of Highland area for over 49 years, with an AS Degree in Computer Technology, he worked for IBM for 41 years, holding numerous Senior Mgmt. and leadership positions. Dave has always been an active volunteer in the Community, coaching sports and volunteering throughout the community, including serving on Town Zoning Board and Town Planning Board (Chairman from 2015-2017). Dave has proven skills in leadership, organization, budgeting and fiscal mgmt., analytics, problem-solving and decision-making.
Dave served two terms as town Supervisor from Jan 2022 through Dec 2025, during this tenure he was able to upgrade the town’s Comprehensive Plan, focus on resident safety and support for Law Enforcement team and first responders, provide significant upgrades to infrastructure (water, sewer, lighting, roads) by applying for grants and making informed investment decisions.
During the four years, Dave was able to bring $11.4M of new grant money into town. He managed to the tax cap while maintaining key services. Dave is always very active in the community, supporting residents and promoting volunteerism. Dave has been able to focus on both families and our older residents, provide events, activities and recreation opportunities for all.
Since taking office in January 2022, I have led our town and achieved numerous accomplishments. I am seeking re-election to complete what I started and continue to move the town forward with additional projects.

Lifelong resident of Ulster County Legislative District #9. Herb has been a civil engineer for almost 50 years, a farmer all his life and was the District #9 Ulster County Legislator for 12 years. He started his civic and professional careers in the same week back in 1977. He has been on numerous committees in the Town of Lloyd including 28 years on the Zoning Board of Appeals and 2+ years on the Town Board. He was elected to county legislature in 2013 and served on several sub-committees. Over that time, Herb sponsored or co-sponsored over 600 legislative resolutions.
As a professional, he worked for 25+ years for the NY Department of Transportation in various management positions, 8+ years for the NY State Thruway Authority as the NY Division Assistant Division Director for engineering services overseeing the construction, environmental and bridge inspection units. He then retired and went to work for Consultant Engineering Firms culminating as the lead engineer for the $4 billion new Tappan Zee bridge. He is still working, but in a reduced capacity.
When asked why he wants to run again, Herb looks at what the current legislature has done in a few short months and feels compelled to do so. In their first session, they clawed back 1% or $3.3 million from the 33 towns and villages portion of the sales tax to give to Kingston. Now the legislature passed an Ulster County income tax which is a first anywhere in NY State. He believes that residents are overtaxed already, and there are other ways we can provide revenue for the county operations than additional taxes such as smart economic development.
For the past 9 1/2 years, I've been very proud to represent my legislative district and all constituents of Ulster County. I want to continue to hold the county to a standard of fiscal responsibility as well as provide all the necessary programs for the people of Ulster County.
